Saskatchewan Minute: Health Innovation, Arson Incidents, and Farmers Facing Challenges

Saskatchewan Minute - Your weekly one-minute summary of Saskatchewan politics.

This Week In Saskatchewan:

  • The Saskatchewan government is investing nearly $18 million to compensate for federal cuts to skills training and employment funding. The Canadian government reduced funding from the Labour Market Development Agreement (LMDA), affecting vital programs that support job seekers and those needing skill upgrades. The provincial funding aims to maintain services and prevent disruptions for about 7,000 clients. The Province is pressing the federal government to restore the funding.

  • Saskatchewan farmers are concerned about their retirement and succession plans due to recent federal changes to the capital gains tax. The capital gains inclusion rate has increased from one-half to two-thirds for all gains for corporations and for gains exceeding $250,000 annually for individuals. Farmers and industry leaders argue that these changes do not reflect the rising costs of farmland and may discourage younger generations from entering agriculture. The Province and the Saskatchewan Association of Rural Municipalities are urging the federal government to reverse these changes, arguing that they unfairly burden producers.

  • Speaking of farmers, they are navigating a challenging harvest season marked by extreme weather conditions, including heavy rain and heat. The province's crop report indicates a mixed harvest, with some areas producing high-quality yields while others face reduced output due to heat and moisture issues. As of now, 15% of the harvest is complete, with progress varying by region - faster in the southwest and slower in the east-central areas. Recent storms have caused crop damage but have also improved topsoil moisture. However, pastures remain in poor condition, with only 4% rated as excellent.

Last Week In Saskatchewan:

  • The Saskatchewan government, in collaboration with the Saskatchewan Medical Association, has launched a $10-million Innovation Fund aimed at supporting family physician-led, team-based healthcare clinics across the province. This fund is designed to improve patient care and access, enhance physician work-life balance, and aid in the recruitment and retention of doctors. Health Minister Everett Hindley said the Fund has potential to boost creativity among physicians and improve the healthcare system. Applications for the fund opened on August 20th, 2024, and physicians can apply online.

  • A series of suspected arson incidents in Macklin has left the local fire department overwhelmed, responding to over 20 fires in just a month - normally the number of calls they handle annually. Fire Chief Justin Bast expressed concern over the random nature of these fires, which have targeted hay bales, grass, and crops since July 29th. Despite community efforts to prevent further damage, the fires persist, prompting the fire department to offer a $20,000 reward for information leading to the arrest of those responsible. Bast, who said he has never seen anything like this in his 29 years of service, hopes to apprehend the culprits before the harvest season intensifies the risk.

  • The Saskatchewan Urban Municipalities Association (SUMA) announced that it will be hosting a virtual Candidate School next month to guide those interested in running for municipal office in the upcoming elections. The program, which has been offered in previous election years, aims to provide potential candidates with insights into Council operations, procedures, and the collaborative nature of municipal governance. Sessions will cover legal requirements and include a mock Council meeting to demonstrate proper decorum and bylaws. Registration for the Candidate School is available through SUMA.
